History

Civil Networks began in 2013 as a gaming community known as Civil Gamers, founded to deliver unique role-playing (RP) experiences on Garry’s Mod, a popular sandbox game. The early days focused heavily on custom servers tailored for Garry’s Mod players, offering a range of RP modes, including MilitaryRP, DarkRP, and SCP RP, each bringing distinct gameplay mechanics. These servers grew rapidly in popularity due to the community’s dedicated development team, which created engaging, high-quality roleplay scenarios filled with rich lore and interactive features. Over time, Civil Gamers evolved into Civil Networks, broadening its focus to include additional games and fostering a well-structured RP community​.

By 2024, Civil Networks had expanded its presence significantly across various gaming platforms, all the while maintaining a focus on delivering fresh content and interactive experiences. The network’s transparency in development, showcased through public development trackers on platforms like GitHub, allowed players to actively participate and see ongoing updates and improvements​.

Recently, a small team from Civil Networks’ leadership and development group began playing Star Citizen, a space exploration MMO, inspiring them to create an in-game organization (org) within Star Citizen. This organization allows players and fans of Civil Networks to participate in a shared universe, extending the Civil Networks community into a new genre and game environment​.

Manifesto

Introduction
Since 2013, Civil Networks has been a home for gamers who come together for the thrill of shared experiences. Our origins are rooted in innovation, exploration, and, above all, fun. In Star Citizen, our goal is simple: enjoy the game on our terms. No strict rules, no rigid hierarchy—just a community of players doing what they love, where every member has the freedom to choose their path, whether it’s exploring, trading, combat, or simply enjoying the beauty of the universe.

Our Vision We aim to create an open organization where everyone, regardless of skill or gameplay preference, is welcome. We aren’t here to enforce strict structures or limit our members’ creativity. Instead, we want to be a thriving community of adventurers who see Star Citizen as a playground full of possibilities.

This charter serves as a guide to our principles and goals, aiming to foster a community where freedom, fun, and friendship are paramount. Our mission is simple: to explore, engage, and enjoy everything Star Citizen offers—without strict rules, ranks, or limitations.
Article I: Purpose and Goals

Purpose:
Civil Networks exists to create a welcoming space for players to experience Star Citizen freely. We prioritize flexibility, fun, and a sense of community, allowing each member to engage in activities they find enjoyable and meaningful.

Goals:

  • To provide a supportive, inclusive environment.
  • To explore all aspects of Star Citizen, from commerce to combat, on our own terms.
  • To maintain a community focused on fun, flexibility, and the freedom to choose one’s gameplay path.
Article II: Membership

Open Membership:
Membership is open to anyone interested in joining a relaxed, flexible, and friendly organization. We welcome Star Citizen players of all skill levels and interests.

Expectations:
Members are encouraged to participate at their comfort level. There are no mandatory roles, and each person’s contribution is valued equally, whether they’re teaming up on large-scale missions or pursuing solo objectives.

Respect for All:
Respect within the community is essential. Members are expected to engage in positive and supportive interactions, promoting an atmosphere of mutual respect and camaraderie.

Article III: Community Structure

Shared Ownership:
