History

In 2947 while at the Hadrian Flotilla, a former military contractor by the name of Shepherd is inspired by his dead wife’s memory. He decides to create a truly independent territory, to seek out and stake a claim and to find like-minded people to defend it as well as fill it’s coffers, all without the UEE’s involvement if possible. He knew he couldn’t do it alone and to create a private organization, he called his past connections, but they all refused, citing the risk of such a project.

Shepherd then recalled a man he knew as Vantryn whom he had helped once in the Oberon System, whom he remembered had an independent streak as well as significant industrial resources. So he decided to invite him to the Hadrian Flotilla to discuss a partnership. While waiting for Vantryn, Shepherd met someone known only as “Kronos” and they conversed about Shepherd’s idea at length. Finding that Kronos held very similar ideas they agreed to join the project, bringing significant logistical resources. When Vantryn finally arrived, the trio further discussed their goals and individual hopes for their organization and for this future territory. After some discussion the name Hadrian Syndicate was chosen, named after the system they met. Whether out of respect for the moment or a lack of agreement on anything else, we can only speculate.

With Shepherd’s offensive experience, Kronos’ logistical expertise, their combined combat ability, and the industrial power base of Vantryn, the Hadrian Syndicate was poised to accomplish whatever goals they set their minds to, and they did. In the last 3 years, they have provided combat support and security to a multitude of clients, acquired and processed exploration data, and conducted trading and mining operations both independently and under contract. The Hadrian Syndicate has worked to expand their network of members, clients, and allies with a coordinated campaign targeting the independent and disaffected citizens throughout the verse. They have enriched themselves by tactfully exploiting each of these to mutual benefit, with occasional exception. Today they stand ready to plant their flag, waiting merely for the exploration division to find a suitable candidate.

Manifesto

We acknowledge the inherent dignity and spirit of mankind and also accept the inherent of struggle of living. We believe a man is entitled to the sweat of his own brow and is responsible for his own fate. We accept that no man is an island and that together we are stronger. We accept the laws of nature. We strive to live in balance and to be good stewards. We embrace these things and we cast out all who would resort to cowardice, despotism, or barbarism in the face of that struggle.

We recognize that UEE is a tyrannical entity operating under the false veneer of democracy. We recognize the gross corporatism with which the average civilian is placated and cronyism that sustains it. We see the damage done to the dignity and spirit of man and we choose to stand against this. With these principles in mind, we commit to pursue a coalition of like-minded individual’s and groups to facilitate freedom and prosperity within our independent sphere of influence and beyond. We commit to fairness and honesty among ourselves and to basic standards of conduct in all other interactions. We do not commit petty theft, we do not hunt for sport, and we do not commit cold-blooded murder.

We commit to judge our prospective members on their merits rather than their past and to be a free haven for all those who share these principles. We pledge to render reasonable aid to those in need. We pledge to protect this union and one another with extreme prejudice and vigilance against all threats within and without. We pledge to respond to in defense of the Syndicate, it’s assets, and it’s members whenever possible.

Charter

Mission

The Hadrian Syndicate is focused on creating and maintaining an alliance of members who strive toward greatness both personally and in the interests of the Syndicate. We seek profit, freedom, and opportunity on our own terms.

Our objective is to build loyalty between individuals and groups within the Syndicate allowing us to work toward goals far beyond the reach of any single member and to establish a sphere of influence that allows us to operate with relative impunity.

Our members will become confident and recognized Soldiers and Officers with the skills and experience to maintain and protect their own assets and profits, as well as Syndicate interests.

Ranking

High Council Members – Ruling Syndicate Members

Fleet Admiral Shepherd – Military Commander of the Syndicate
Admiral Matsuka – Industrial Commander of the Syndicate
Admiral ‘Kronos’ – Frontier Commander of the Syndicate

Undercouncil Members – Advisors to the High Council

Councilor – 2 Captains and 2 Colonels elected to serve on the Undercouncil.

Officer Ranks

The few privileges for those with Officer ranking are access to larger Syndicate military assets, access to deeper intelligence briefings, and the trust of the Council. For this there is a commensurate increase in responsibility, pursuing advancement should not be taken lightly.

The ranks are as follows:

Line Officer – Rank 5 (Captain/Colonel): These officers are trusted and certified to command Capital-class Syndicate vessels, as well as empowered to co-ordinate and command all lower ranking members for official operations either by order of the Admirals, or in their absence.

Field Officer – Rank 4 (Commander/Major): These officers are trusted and certified to command multi-crew subcapital Syndicate vessels and/or Heavy Ground Vehicles, as well as being entrusted to command multiple Fireteams/Squadrons depending on division.

Junior Officer – Rank 3 (Ensign/Lieutenant): These individuals hold jurisdiction over lower ranking members within their division and may be entrusted with command of a Fireteam/Squadron

Enlisted Ranks

Servicemen in the Syndicate are the life blood of our operations, and they are given an appropriate degree of respect. After reaching Rank 1 all members have opportunity to voice their opinion and may have some influence within their own division. Rank 2 members are able to expand that influence further and have their ideas heard by the Officers as well as vote in Undercouncil elections. We are a meritocracy, good ideas will be rewarded and mistakes remembered, though rarely punished.

The ranks are as follows:

Rank 2 (Petty Officer/Sergeant): Experienced soldiers, these make up the bulk of Special Operations. They also assist Officers and train Cadets/Privates within their assigned command. This is the highest rank available for members specializing in non-combat operations. Advancement beyond this point is a choice, one which requires more advanced combat skills and tactical knowledge as well as a willingness to accept responsibilities of command.

Rank 1 (Crewman/Corporal): Fully trained soldiers, competent in combat and cognizant of Syndicate protocol. Usually assigned to Fireteams/Squadrons as either Soldiers, Fighter pilots, or Multi-crew support.

Rank 0 (Cadet/Private): These soldiers are trainees. They must demonstrate a basic competency in both flight and ground combat, and a willingness to follow the chain of command. Remaining Rank 0 for more than 6 months is grounds for an honorable dismissal.

Industrial Division

The industrial division is a unique part of the Syndicate, solely under the domain of Admiral Matsuka. Placement and advancement within this division is irrespective of rank and is contingent on meeting the Admiral’s standards. Although this division focuses on non-combat specialties we still require basic combat competence from all members, for their own protection if nothing else.

Wartime Conduct
In the event of a large-scale conflict, we will issue a call to arms to all of our ranks. We expect the majority of our members to aid in the defense of the Syndicate during wartime, and to be as available as possible for the majority of the war.

We hold Commanding Officers responsible for any Syndicate vessels lost through careless action. To our non-combat and logistician members, if you are out mining, trading, or hauling you are responsible for your safety and security, either personally or coordinated through the Syndicate. Careless losses of even private assets can be subject to disciplinary action if reckless behaviors are excessive or repetitive.

Code Of Conduct

For all investigations, no less than 2 Members of the Undercouncil and 1 member of the High Council will stand as Judge and Jury. When relevant, the Commanding Officer will be also to be called to appear before the council, and they may be held responsible as well. The standard punishments are Infraction points on record and fines, sometimes both.

The Council reserves the right in circumstances where any overly severe or damaging violation of our Code of Conduct is proven, to expel you from the Syndicate. This can only occur with the unanimous ruling of the High Council, or by a majority vote of the Full Council. In circumstances deemed even more extreme, severe punishments may be enacted including issuing a live bounty contract or death warrant.

Players who feel that any ruling of the Council is overly harsh are granted the right to a single Appeal before a council formed of at least 2 Council Members not present on the previous Judgement as well as 1 Council Member that was present.

THIS RIGHT IS VOID SHOULD EITHER THE HIGH COUNCIL OR THE FULL COUNCIL DETERMINE YOUR EXPULSION FROM THE SYNDICATE IS IN-LINE WITH YOUR OFFENSES.

Internal Conduct – All Syndicate members are expected to treat each other with respect, no matter the rank or division of the member. This does not mean that you cannot talk shit with each other, but it should be done without malicious intent. All interactions with official allies of the Syndicate will be held to the same standards.

Syndicate Theft/Fraud – Anyone suspected of Stealing from the Syndicate or Scamming members of the Syndicate will be demoted and stripped of all access pending an investigation. If you are found to be innocent you will have your full rank and roles restored with the official apology of the Syndicate. If you are found to be guilty you will be removed from the Syndicate

Breach of Syndicate Secrecy – Sharing information that is deemed sensitive within the Syndicate without express permission from a Council Member or YOUR Commanding Officer is prohibited.

If you are suspected of revealing sensitive Syndicate information, you will be demoted and subject to investigation. If you are found to be innocent you will have your full rank and roles restored with the official apology of the Syndicate. If you are found to be guilty you will receive 1 or more Infraction points depending on severity. Extremely sensitive breaches may be subject to harsher punishment.

Insubordination – This will come into effect ONLY in Sanctioned Combat Operations or Emergency Actions, where everyone is expected to do their part in the fleet without hesitation or insubordination to the chain of command. This includes any soldier who refuses to take part in the DEFENSE of the Syndicate/Syndicate Assets. To defend our independence, we must be unified In combat situations, to act as a cohesive whole with everyone following orders to the letter.

Infractions against this rule will result in a fine being levied and may result in 1 or more infraction points against the violator. Amount levied against a player will be determined by how detrimental to the Syndicate the actions performed or not performed are. Further offenses are guaranteed to incur infraction points against the violator.

ANY MEMBER WHO WILLFULLY DESTROYS OR FACILITATES THE DESTRUCTION OF SYNDICATE OR SYNDICATE MEMBER ASSETS WILL BE REMOVED AND MAY BE SUBJECT MORE EXTREME ACTION.

Regarding Fines

Fines will be determined by the Council. The following fine structure is subject to changes and improvisations in circumstance beyond the scope of this section. Any improvisation is subject to review from no less than 2 Members of the Undercouncil and 1 member of the High Council. Any improvisation must be proven to be in-line and in the spirit of the following.

Insubordination – Fine = 100,000 UEC per infraction point of the offending player + 75% of the current market value of any assets or objectives lost that can be attributed to the offending player’s insubordination.

Accidental Destruction of Syndicate or Member Assets – Fine = Full Value of destroyed assets to be delivered to the victim.

Friendly Fire – Fine = 150% of any destroyed assets + 50,000 UEC per injury + 5M UEC per member killed. Each incident will be subject to an extensive investigation and further severe action may be taken depending on circumstances.

Regarding Infraction Points

Upon receiving 3 Infraction Points you WILL be demoted. If you receive another demotion within 1 year you will be removed from the Syndicate.

Upon receiving a demotion a third time you WILL be removed from the Syndicate.
If you go 1 year with incurring any Infraction Points your record will be cleared.

Infraction Points may be removed from your record as a reward for exemplary actions/services benefiting the Syndicate. This is PURELY at the discretion of the Council.
