SUMMARY
The group known as “Only Citizens” has been confirmed as a newly organized paramilitary outfit operating primarily out of Grim HEX, Yela, within the Crusader jurisdiction of the Stanton system. Intelligence sources indicate the group operates independently of known syndicates (e.g., Nine Tails, Xenothreat) and exhibits characteristics of a self-sustaining outlaw PMC with exploration and data-retrieval capabilities.
Their operational motto, intercepted in comm traffic, appears to be:
“Earn it. Own it. No one gives us a damn thing.”
The name “Only Citizens” is likely a deliberate provocation — a reference to the UEE Citizenship status and an act of defiance by disenfranchised former Navy and Advocacy personnel. The irony is not lost: while the UEE legally recognizes Citizens as contributors to the empire, these individuals operate entirely outside its laws.
KNOWN ORIGINS
Initial formation traces back to 2949, following the disbandment of several UEE black-ops teams and the collapse of a classified corporate security program under [REDACTED]. Surviving members went underground, re-emerging on Grim HEX under new identities.
Membership is fluid but disciplined. Reports suggest a core command structure of ex-military and intelligence operatives, surrounded by rotating freelancers, smugglers, and information specialists. Their code of conduct is informal but rigid:
Loyalty to crew, respect the deal, and never betray the chain.
AFFILIATIONS & RIVALS
Nine Tails: No confirmed alliance. Documented shootouts over control of certain HEX landing zones suggest hostility or competition.
XenoThreat: No ideological overlap. “Only Citizens” are pragmatists; evidence suggests active rejection of extremist groups.
Crusader Security: Multiple engagements on Yela surface and outer asteroid belts. No formal declarations issued due to deniability of OC’s actions.
THREAT ASSESSMENT
“Only Citizens” represent a rising example of a post-loyalty combat syndicate — highly trained, well-equipped, but untethered to state or cause. Their knowledge of UEE protocols and frontier navigation make them a Category 3 risk to Advocacy operations in Stanton and surrounding systems.
Direct confrontation is not advised at this time. Recommend continued passive surveillance and infiltration efforts.
