Foundation: Oracle had humble beginnings that trace back to the remnants of the renowned science organization, Oracle Research. Founded by the visionary Dr. Quest, Oracle Research aimed to unravel the mysteries of the universe through scientific exploration. However, the organization faced financial hardships following the devastating loss of their orbital laboratory following a savage Vanduul attack, leading to Oracle Research’s disbandment. The transition from a research-oriented organization to a versatile PMC began unexpectedly. The turning point came when a stranded space explorer named Alessia Verdi sought help from the former Oracle Research members. Dr. Quest, along with a group of scientists, researchers, and skilled individuals, rallied together to rescue Alessia. This impromptu alliance, initially intended as a one-time rescue mission, proved to be a catalyst for a new chapter.
Evolution into a PMC: The success of the rescue mission inspired the group to continue working together. Recognizing the diverse talents within the team, the members decided to form Oracle, an organization with a broader scope and a multitude of interests. The roster included not only researchers and scientists but also individuals skilled in smuggling, bounty hunting, defense, and salvage operations.
Diverse Expertise: Oracle became known for its versatility and adaptability. The organization attracted individuals from various backgrounds, creating a melting pot of expertise. Researchers used their knowledge to uncover hidden secrets in the galaxy, while smugglers utilized their cunning to navigate through dangerous territories. Bounty hunters and defenders ensured the safety of Oracle members, while salvagers maximized profits from the spoils of their adventures.

Introduction: We, the members of Oracle, hereby establish this manifesto to outline our vision, values, and goals as an organization. We believe in the power of collective effort, camaraderie, and shared purpose. This manifesto serves as a guiding light, inspiring us to uphold these principles in all our endeavors.

Article I
Section A: Mandate
1: Dr. Quest as the founding member of this organization in support of
Drew Wagar’s discord, and social media community must elect a Special
Executive Council (SEC).
2: Dr. Quest must establish a preliminary server moderation council.
Section B: The responsibilities of the Special Executive Council (SEC) shall be:
1: Establish a base structure for the election of a Chair, Secretary, Treasurer,
and Quartermaster to make up an Executive Council (EC).
2: Disclose the details of (SEC) meetings prior to ratification of this document.
3: Secure Drew’s Crew support and unanimous consent to ratify and adopt this
Constitution prior to the formation of the (EC).
Section C: The (SEC) must remain in place for a period of no less than 30 days
and no greater than 60 days to ensure the successful adoption and ratification
of the constitution and ensure the establishment and success of the first (EC).
Section D: Even where the (EC) has delegated the performance of some or all
tasks of an office to a manager, the (EC) must still have a Chairperson,
Secretary, and a Quartermaster to operate.
Section E: The (EC) members are individually subject to penalties under
provisions of the server administrator (Dr. Quest) based on accepted and
agreed upon server code of conduct upon joining this server. They are not
protected against those penalties just because they have delegated those
powers entrusted to them. They remain responsible for the performance of
their respective offices and the greater good of Oracle.
Article II
Section A: The name of this Organization shall be named Oracle.
Section B: The rules and regulations of this Constitution shall be followed when
not inconsistent with the rules and regulations of Cloud Imperium Games.
Section C: The purpose of this Organization shall be:
1. To obtain knowledge and experience of the Star Citizen universe.
2. To provide operational support to Drew Wagar in addition to Drew Wagar’s
Star Citizen Twitch Stream and Community.
3. To offer in-game aid to all crew members in need regardless of race,
nationality, religion, sexual orientation, or gender identity.
4. To ensure continuity of Oracle.
5. To promote inclusivity of all members in planning and execution of activities.
Article III
Section A: Eligibility- Membership shall be open to anyone regardless of race,
nationality, religion, sexual orientation, or gender identity.
Section B: Non-Eligibility- Failure to adhere to Oracle Constitution, or in direct
violation of the codes of conduct will result in non-eligibility.
Section C: Reapplication- Those who fail to adhere to code of conduct, or by
these by-laws outlined in this Constitution shall be banned from Organization
holdings, and communications for a period of no less than 90 days, at which
time they may reapply.
Article IV
Section A: Officers- The Officers shall be a Chairperson, a Secretary, a Treasurer,
and a Quartermaster. Further positions may be added at the approval of
executive council (EC).
Section B: Eligibility- Officers must own complete copies including any/all DLC
of the games of operation and possess full capability to aid in all departments
and activities set forth by Oracle or its members. Officers must not act in
violation of the code of conduct, or Oracle Constitution.
Section C: Term- An Officers term shall last 90 days unless violations as
outlined in Section B occur.
Section D: Removal of an officer in violation of these terms will be enforced by
the moderation council (MC) upon approval of the executive council (EC) or crew
quorum as defined in Article VI in the event the (EC) becomes compromised or
ineffective.
Section E: Vacancy- Should a vacancy occur in the office of the Chairperson;
the Quartermaster shall assume the responsibilities of office. Any other
unplanned officer vacancy shall be filled by special election.
Article V
The Executive Council roles and responsibilities shall be:
Section A: Chairperson- it shall be the duty of the Chairperson to:
1: Preside over Meetings and Recruitment and set the agenda for meetings of
the (EC) and general membership in conjunction with the office of Secretary.
2: Preside over meetings and discussions regarding preparations for stream
and Organization activities.
3: Represent Oracle.
4: Chairperson should be prepared to provide suggestions for activities and
operations to ensure momentum towards goals, and activities.
5: Appoint Chairpersons for sub-committees subject to approval by the
Executive Council (EC).
6: Vote only in the event of a tie.
7: Direct and maintain overall program for Oracle.
8: Maintain Oracle Communications Network with discord channels, and ingame chat channels.
9: Ensure the safety and wellbeing of all crew members.
10: Maintain up to date information on all departments.
11: Communicate with Secretary, Treasurer, Quartermaster, and Advisor (if any)
about the exercise of their functions.
12: Maintain up to date membership rosters in conjunction with the office of
Secretary and Quartermaster.
13: Preserve, Protect, and Defend the Constitution of Oracle.
Logically that is a minimum statement of the role of the Chairperson. To
achieve a well-functioning and cooperative Organization and the Chairperson
needs to recognize the role and input of other members of the (EC) in framing
the agenda. Further, the interests and inputs of all crew members needs to be
recognized in the (EC) agenda for the operation of Oracle.
This is a leadership role but not a role of autocracy. All crew members have a
stake in Oracle.
Section B: Quartermaster-it shall be the duty of the Quartermaster to:
1: Preside in the absence of the Chairperson.
2: Maintain up to date membership rosters in conjunction with the office of the
Chairperson and Secretary.
3: Aid operation of moderation council as (EC) representative and security
advisor.
4: Enforce the Oracle Code of Conduct.
5: Enforce the Constitution of Oracle.
6: Provide pertinent information relating to outfitting, third-party game
applications, and ships.
8: Establish and maintain in-game security of crew operations.
9: Retains the right to form security sub-committee to address responsibilities
of office.
10: Preserve, Protect, and Defend the Constitution of Oracle.
Section C: Secretary- it shall be the duty of the Secretary to:
1: Preside in the absence of the Quartermaster.
2: Maintain up to date archival records of operations.
3: Preparing and sending (EC) meeting and General Membership meeting
minutes to all crew members within 14 days of meeting occurrence.
4: Maintain membership rosters.
5: To maintain and present records of Oracle, other than financial records.
6: Establish an Archive team composed of members for the purpose of
accurate and thorough upkeep of crew directories and logs.
7: Prepare correspondence with other Organizations and provide additional
administrative support as determined by the (EC).
8: Provide pertinent information regarding in-game lore.
However, the (EC) collectively remains responsible for the accuracy of all
documents sent out on behalf of the (EC) and Oracle. Where the (EC) delegates
or directs a manager to prepare documents, the (EC) is still responsible for them
and needs to be sure there is a process for ensuring their accuracy.
Section D: Treasurer- It shall be the duty of the Treasurer to:
1: Preside in the absence of the Secretary.
2: Establish and maintain financial reports to the (EC) to allow the (EC) and
membership to monitor the financial performance of the Oracle.
3: Collection of feedback on crew spending habits, preferred gear, trade data,
and mission output.
4: Prepare and certify financial statements for presentation to the crew at
quarterly Oracle meetings for transparency.
5: Preside over Meetings pertaining to goal fundraising and establish initiatives
for crew collection of funds towards specific stream goals in accordance with
(EC) planning.
6: Record financial transactions of crew operations and maintain transfer
security to crew bank (Alessia Verdi Account-AVA).
Article VI
Section A: Meetings- Regular meetings shall be held monthly on the first
Saturday of each month, unless determined otherwise by the executive council
(EC).
Section B: Special Meeting- Special meetings may be called by the Chairperson
with the approval of the executive council (EC).
Section C: Quorum- A quorum shall consist of two-thirds (2/3) of the
membership.
Section D: Parliamentary Authority- Roberts Rules of Orders shall govern this
Organization in all cases to which they are applicable, and when they are
consistent with these by-laws.
Article VII
Section A: Responsibility- Management of this Organization shall be vested in
an executive council (EC) responsible to the entire membership in upholding
these by-laws.
Section B: Executive Council- The executive council (EC) shall be comprised of
the officers as described in Article Ill and the Organization Advisor as described
in Article VIII.
Section C: Moderation Council- The executive council (EC) shall appoint a
moderation council (MC) responsible to the enforcement of Code of Conduct
and Oracle Constitution.
Section D: The Moderation Council (MC) shall have offset appointment dates by
no less than 45 days of the election of a new Executive Council (EC) to ensure
server security and proper enforcement of the constitution in a successful
transfer of powers.
Section E: Executive Meetings- The executive council (EC) shall meet a minimum
of at least once between regular meetings to organize and plan future activities
and agendas.
Section F: The Executive Committee (EC) shall not impose on any member any
purchase in-game or with real world currency. The (EC) may only request that
members work towards the purchase of ships, gear, or other items related to
the goals of Oracle and shall not infringe upon the voluntary rights of the
individual to participate in crew activities.
Section G: The freedom of the individual to voluntarily participate or not shall
be preserved by this constitution and always enforced by the (EC) and the (MC).
Article VIII *
**Section A:* Advisor- There shall be an Organization Advisor who shall be
appointed by the (EC).
Section B: Responsibility- The responsibilities of the advisor shall be:
1: Maintain awareness of activities, programs, and goals set forth by Oracle.
2: Communicate on a regular basis with the Chairperson to discuss upcoming
meetings, long-term plans, scheduling, and programs of Oracle.
3: Attend or monitor regular meetings and executive meetings as often as
schedule permits.
4: Explain and Clarify policy and procedures that apply to Oracle membership.
5: Assist direction in areas of parliamentary procedures, membership meeting
facilitation, team building, goal setting, and program directives.
6: Inform Oracle membership of those factors that constitute unacceptable
behavior, and the possible consequences of said behavior.
Article IX
Section A: Sub-Committee- A program sub-committee composed of three (3)
other members and shall be appointed by the (EC).
Section B: Special Committee- The Chairperson shall have the authority to
appoint any special committee from time to time as need demands.
Section C: The Executive Council (EC) retains the ability to dissolve or preserve
any established sub-committee or special committee at their discretion.
Article X
Section A: Amendments- These by-laws may be amended by a Two-Thirds (2/3)
majority vote by the executive council (EC). An amendment may be proposed by
a two-thirds vote of the (EC), or, if two-thirds of the crew membership request
one, by a meeting called for that purpose. The amendment must then be
ratified by 2/3rds of the Executive Council (EC), or unanimous consent of Oracle
membership for ratification.
Section B: All Oracle members shall receive advance notice of proposed
amendment at least Seven (7) days before adoption. This time may be extended
to a following meeting at the Chairpersons discretion to provide a symposium
to address any crew opposition to amendment.
