History

Strategic Outcomes was founded by disillusioned UEE military veterans who sought to create an independent organization free from the bureaucratic constraints that led to unnecessary losses during the Vanduul War. Led by former UEE Navy Commander Elias Kane, the organization quickly made a name for itself by securing key contracts, such as protecting Stanton system trade routes from pirate threats. As the organization grew, so did its reach, expanding operations across multiple star systems. Strategic Outcomes has become synonymous with professionalism, efficiency, and reliability in the Star Citizen universe.

Charter

1. Membership Tiers and Roles

Initiate: As the first step in joining Strategic Outcomes, Initiates undergo extensive training and evaluation. They are expected to demonstrate their commitment to the organization’s values and readiness for the challenges ahead. Initiates support seasoned Operatives and learn from their experience, preparing themselves for full membership.

Operative: Once an Initiate has proven their worth, they are promoted to Operative. Operatives are the core of Strategic Outcomes, executing missions, gathering intelligence, and carrying out the directives of their Commanders. Their role requires precision, discipline, and a deep understanding of the organization’s strategic objectives.

Commander: Commanders are seasoned veterans who have earned the trust and respect of their peers. They lead teams, plan operations, and make critical decisions that affect the outcome of missions. Commanders are responsible for mentoring Operatives and ensuring that every mission is executed flawlessly.

Strategic Council: The Strategic Council is the governing body of Strategic Outcomes, composed of the most experienced and trusted members. The Council sets the strategic direction of the organization, oversees high-level operations, and ensures that all members adhere to the Charter. The Council is also responsible for resolving disputes and making decisions on matters of organizational importance.

2. Operational Protocols

Chain of Command: All operations within Strategic Outcomes adhere to a strict chain of command. Orders from higher-ranking members are to be followed without hesitation. While individual initiative is valued, it must always align with the mission’s objectives and not compromise the overall strategy.

Communication Protocols: Secure, clear, and timely communication is essential for mission success. All members are required to use encrypted communication channels and adhere to established protocols. Any breach of communication security is treated with the utmost seriousness and can result in disciplinary action.

Rules of Engagement: Strategic Outcomes operates under a strict code of conduct during missions. The use of force is authorized only when necessary and must always be proportional to the threat faced. The protection of civilian lives and property is a priority, and unnecessary aggression is strictly prohibited.

3. Recruitment and Retention

Recruitment Criteria: Strategic Outcomes seeks the best and brightest across the UEE and beyond. Potential recruits must demonstrate exceptional skills in their field, a commitment to the organization’s values, and a willingness to undergo rigorous selection processes. This includes background checks, psychological evaluations, and practical assessments.

Induction Process: New recruits begin their journey as Initiates, where they undergo comprehensive training designed to prepare them for the challenges ahead. This includes training in combat, intelligence gathering, logistics, and strategic planning. Upon successful completion, Initiates are promoted to Operative, where they take on more significant responsibilities within the organization.

Retention and Advancement: To maintain its elite status, Strategic Outcomes offers clear paths for career advancement. Operatives who show exceptional skill and loyalty have the opportunity to advance to Commander roles, participate in specialized training, and take on leadership positions. The organization recognizes and rewards long-term service, with increased responsibilities, honors, and potential membership in the Strategic Council.
