Nearing the completion of their UEE contracts, the founding members had become weary of bureaucracy and government inefficiency experienced over their years of service, and began acquiring assets, & pooling resources, in preparation for their future as Private Contractors, free from the constraints of political red tape and regulations.

A Private Multi-Spec Organization was formed under the name Black Swan Solutions. Comprised of only a small group of experienced former officers from several UEE Agencies, Black Swan would fulfill contracts directly for clients, and take action in scenarios and locations that extended beyond the jurisdiction of the UEE.

BSS members contribute to a UEE Advocacy advisory counsel during the formation and enactment of the Militia Mobilization Initiative Act, and Civilian Defense Force Act with the goal of determining how to most effectively leverage the use of PMC and Corporate assets to help combat threats to the UEE in systems where their forces were spread thin & the system’s security forces could become overwhelmed .

BSS Contractors assist in organizing CDF forces, eventually repelling the terrorist group, XenoThreat’s attacks in the Stanton System. After UEE Navy supply convoys were ambushed, BSS Contractors responded quickly, assisting CDF in defeating the remaining XenoThreat insurgents, taking charge of logistics operations, and supplying INS Jericho and the Javelin-Class Destroyer, UEES Warhammer, with various hazardous materials. XenoThreat countered by deploying capital-class vessels into Stanton, but were eventually destroyed by an organized force of Navy & CDF vessels.
