Founded in 2954, the Vanguard Coalition emerged from the ashes of the Vanduul War, forged by veterans seeking purpose beyond the battlefield. As UEE (United Empire of Earth) forces pushed back the Vanduul, a group of elite soldiers recognized the need for a versatile, highly skilled private military organization. United by their shared experiences and unwavering commitment to justice, they established the Vanguard Coalition.

Initially, the Coalition focused on bounty hunting, leveraging their combat prowess to track down notorious criminals and dangerous outlaws plaguing the Stanton system. Their reputation for efficiency and reliability quickly spread, attracting skilled pilots, tacticians, and security experts from across the galaxy.

As their ranks grew, the Vanguard Coalition expanded its operations to include security services. They provided protection for high-profile clients, secured valuable assets, and offered strategic defense solutions for corporations and private entities. Their success in these endeavors further solidified their standing as a top-tier private military force.

In the wake of the Messer era’s fall and the rise of the UEE’s reformation, the Vanguard Coalition has maintained its commitment to justice and order. They operate with a strict code of ethics, ensuring that their actions align with the principles of honor and integrity. We are united by our unwavering commitment to uphold order, protect the innocent, and bring those who threaten peace to justice. Our manifesto outlines the core principles that guide our actions and define our purpose.

We believe in the fundamental principle of justice for all. Our primary mission is to hunt down and apprehend those who threaten the safety and stability of the galaxy. We are relentless in our pursuit of criminals, ensuring that they face the consequences of their actions. We stand as the guardians of law, ensuring that no crime goes unpunished.

Charter

Article I: Name and Purpose

Section 1.1 – The organization shall be known as the Vanguard Coalition, hereafter referred to as the Coalition.

Section 1.2 – The purpose of the Coalition is to provide premier bounty hunting and security services across the Star Citizen universe, upholding justice, protecting the innocent, and maintaining order.

Article II: Membership

Section 2.1 – Eligibility: Membership is open to individuals of exemplary character who demonstrate skills in combat, strategy, or security operations. Applicants must undergo a rigorous vetting process.

Section 2.2 – Membership Classes: The Coalition shall have the following classes of membership:

Operative: Active members engaged in field operations.
Support Staff: Members providing logistical, technical, and administrative support.
Recruit: Prospective members undergoing a trial period before full membership. Recruits have limited access to Coalition operations and activities, allowing them to demonstrate their abilities and commitment.
Honorary Members: Individuals who have made significant contributions to the Coalition.

Section 2.3 – Rights and Responsibilities:

Operatives and Support Staff have the right to participate in all Coalition activities and decision-making processes.
Recruits have limited rights, primarily focused on training and evaluation periods. They must adhere to Coalition standards and demonstrate their suitability for full membership.
Honorary Members are recognized for their contributions but do not have active participation rights.
All members are responsible for upholding the values and principles outlined in the Coalition Manifesto and Charter.

Section 2.4 – Ranks: Members can progress through the following ranks:
1 – Initiate: New members who are in the process of learning and integrating into the Coalition.
2 – Enforcer: members who have proven their basic skills and commitment.
3 – Specialist: Skilled members with expertise in specific areas.
4 – Veteran: Experienced members who have demonstrated exceptional service.
5 – Officer: Members who have taken on leadership roles within the Coalition.
6 – Elite: The highest rank, reserved for members with outstanding contributions and leadership.

Article III: Governance

Section 3.1 – Command Structure: The Coalition shall be governed by a Command Council composed of 4 Commanders, each specializing in a specific area. This structure is subject to change upon ratification of the charter:

Tactical Commander: Oversees combat strategies and frontline engagements.

Reconnaissance, Intelligence, and Security Commander: Manages intelligence gathering, analysis, dissemination, leads scouting missions, information-gathering operations, and ensures the protection of assets, personnel, and facilities.

Logistics Commander: Coordinates supply chains, resource allocation, and support services, and develops and oversees training programs related to logistics, tactical operations, and engineering.

Support Commander: Provides logistical, medical, and technical support to all operations, and develops and oversees training programs related to support services, reconnaissance, intelligence, and security.

Section 3.2 – Appointments: Command Council officers shall be appointed based on merit, experience, and demonstrated commitment to the Coalition’s principles. Appointments to the Command Council require a two-thirds majority vote by the existing Command Council members.

Section 3.3 – Interim Appointments: In times of absence, a Command Council member may appoint an interim member to take their place. The interim member must be voted on by a two-thirds majority of the remaining Command Council members.

Section 3.4 – Forfeiture of Vote: If a member of the Command Council does not appoint an interim member to take their place while absent, they will be forfeiting their vote during their absence.

Section 3.5 – Impeachment: Any member of the Command Council can call for a vote to remove another member who fails to perform their duties. Impeachment requires a two-thirds majority vote of the remaining Command Council members.

Article IV: Operations

Section 4.1 – Bounty Hunting: The Coalition shall engage in bounty hunting missions to apprehend criminals and enforce justice. These operations must adhere to legal and ethical standards.

Section 4.2 – Security Services: The Coalition shall provide security services to clients, including protection details, asset security, and strategic defense planning. Contracts must be reviewed and approved by the Chief of Security.

Section 4.3 – Training and Development: The Coalition shall offer continuous training programs to enhance the skills and knowledge of its members. This includes combat training, tactical planning, and technological proficiency.

Article V: Ethics and Conduct

Section 5.1 – Code of Conduct: All members must adhere to the highest standards of integrity, professionalism, and respect. Any form of misconduct, discrimination, or abuse will not be tolerated.

Section 5.2 – Disciplinary Actions: Violations of the Code of Conduct shall be investigated by the Chief of Security. Disciplinary actions, including suspension or expulsion, may be imposed by the Command Council.

Section 5.3 – Appeals: Members subject to disciplinary actions have the right to appeal the decision to the Command Council. The appeal process must be conducted fairly and transparently.

Article VI: Amendments

Section 6.1 – Proposal of Amendments: Amendments to this Charter may be proposed by any member. Proposals must be submitted in the official Discord to a member of the Command Council.

Section 6.2 – Approval of Amendments: Proposed amendments require a two-thirds majority vote of Command Council members for adoption.

Article VII: Coalition Expansion and Alliances

Section 7.1 – Expansion Strategy: The Coalition shall pursue strategic expansion opportunities to enhance its influence and operational capabilities across the Star Citizen universe. This includes establishing new bases of operations, recruiting specialized personnel, and acquiring advanced technologies.

Section 7.2 – Alliances and Partnerships: The Coalition may form alliances and partnerships with other organizations that share similar values and objectives. Such collaborations are intended to strengthen our mission capabilities and broaden our reach.

Section 7.3 – Alliance Criteria: Potential allies must demonstrate a commitment to ethical conduct, operational excellence, and mutual support. All alliances require approval by a majority vote of the Command Council.

Section 7.4 – Joint Operations: The Coalition may engage in joint operations with allied organizations to achieve common goals. These operations shall be planned and executed with clear communication and coordination to ensure success and uphold our standards.

Section 7.5 – Resource Sharing: In the spirit of cooperation, the Coalition may share resources, intelligence, and expertise with its allies. This mutual support is designed to enhance the operational effectiveness of all parties involved.

Section 7.6 – Alliance Offers and Acceptance: Formal alliances shall be offered through written proposals submitted to the Command Council. The proposal must outline the terms and objectives of the alliance. Acceptance of formal alliances requires a two-thirds majority vote of the Command Council. Upon approval, a formal agreement shall be documented and signed by representatives of both organizations.

Ratification
This Charter is hereby ratified by the founding members of the Vanguard Coalition on this day, June 7th, 2954, and shall be the governing document of the organization.
